Smoking rates amongst young people in Scotland are the highest in the UK. 83% of under-age smokers currently purchase their cigarettes from shops. An essential part of effective tobacco prevention strategy is to reduce access to tobacco products by effectively enforcing the current law.
In February 2005, the Lord Advocate announced that, after conducting a review, the laws currently governing the evidence children can give in court are to be reformed to allow test-purchasing schemes to operate in Scotland.
