Briefing on the Tobacco and Primary Medical Services (Scotland) Act, draft regulations (June 2010) (pdf, 44kb)
A briefing summarising the important points in the draft regulations which set out the detail of how the tobacco display ban and registration scheme introduced by the 2010 Tobacco Act are to operate.

Analysis of Single Outcome Agreements (October 2009) (pdf, 59kb) A short briefing setting out the extent to which tobacco-related targets have been incorporated into the 2009 agreements between local authorities and the Scottish Government, a comparison between the smoking content of the 2008 and 2009 sets of agreements, and a list of targets relating to smoking that Community Planning Partnerships may consider including in SOA documents from 2010 onwards.

SCOT statement on health bill (November 2008) (pdf, 125 kb) The statement calls for strong and effective youth smoking prevention measures to be included in the Scottish Government's forthcoming health bill. SCOT is calling for the bill to include:

  • a licensing system for all tobacco retailers, to make it easier for trading standards officers to prevent sales of tobacco to children and young people
  • decisive action to prevent youth access to tobacco, including through vending machines
  • an end to all retail and promotional displays of tobacco products

Briefing on tobacco retail licensing (May 2008) (pdf, 169kb) A briefing paper - adapted from the consultation paper prepared for Christine Grahame's proposed member's bill - outlining the various forms of tobacco licensing and calling for a system of positive licensing to be introduced in Scotland.

Briefing on promotional displays of tobacco (May 2008) (pdf, 189kb) A briefing paper describing recent moves to restrict tobacco marketing and calling for one of the last loopholes - point of sale promotional displays - to be closed.

Briefing on tobacco smuggling (March 2008) (pdf 138kb) This briefing paper describes the various forms of tobacco smuggling - and the ways in which the tobacco industry has been complicit in the illicit trade - and calls for more government and international action to crack down on the trade in smuggled, bootlegged and counterfeit tobacco products.
