The Scottish Government signed a concordat in November 2007 with local authorities (initially the 32 Scottish Councils, extending to Community Planning Partnerships) setting out the ways in which the national and local governments would work together to improve outcomes for Scotland’s people. As a result of the concordat, each local authority must produce annually a revision of their Single Outcome Agreements (SOAs) from 2008 onwards describing how they will work, and the outcomes they will meet, in line with the Government’s Fifteen National Outcomes and Purpose.
Since the publication of the first set of SOAs in 2008, ASH Scotland has produced an analysis and commentary looking at the ways in which local authorities have decided to address outcomes related to smoking, including targets and outcomes around:
Download the 2008 and 2009 analyses below. 2009 SOA Analysis (pdf, 59kb) A short briefing setting out the extent to which tobacco-related targets have been incorporated into the 2009 agreements between local authorities and the Scottish Government, a comparison between the smoking content of the 2008 and 2009 sets of agreements, and a list of targets relating to smoking that Community Planning Partnerships may consider including in SOA documents from 2010 onwards.

2008 SOA Analysis (pdf, 77kb) A brief analysis of the extent to which smoking, and the factors associated with smoking, have been incorporated into the agreements between individual local authorities and the Scottish Government, together with a list of tobacco related targets that local authorities might consider including in future SOA documents.
